Win 8.1.3 ? According to Microsoft there is no Update 3 for Window 8.1, only Update1 and Update2.

If you pay attention to the comments you will discover that Karl is correct and update 3 was optional. It was in yesterdays comments along with a link to the explanation. Installed and registered without problems on a Win 8.1.3 Pro 64 bit system. A clean install.
