Looks like is common to Paragon freebees to exclude this part of their program. Yet BartPE is available and works about the same. Google it.
One can hurry and reason why WinPE is not included in the Special Edition : because WinPE is a seperate download. Even when you purchase the program, WinPE does not come with it. But the truth is Paragon simply cannot give-out WinPE recovery discs for free for their freebies because of licensing issues. WinPE stands for WINDOWS Preinstallation Environment. Meaning, a big cost for Paragon to be given it out for free.
There...WinPE is licensed and costs money. To distribute for free to all of us would be quite the expense.
Linux, however, is built into the program so you can literally create a Linux based recovery CD/DVD/Flash drive. Though WinPE looks (arguably) more professional than the Linux one.
You will only miss the WinPE edition if you were going to make some P2P Adjust

Whilst there is absolutely nothing wrong with this Paragon offering at all, Easeus Todo Backup Free 2.5.1 is my choice of backup and imaging software and offers more for free, including the ability to create WinPe bootable media (as long as you download the Windows AIK, free from Microsoft).

Get it. You won't regret it. It's a stable, flexible and reliable solution to imaging, backup in image or file form (with a choice of several levels of compression) and for incremental and differential backups or mounting of backup images as drives.

You can virtualize and make P2P and P2V adjustments (OS machine and drive letter, drivers etc.) with the windows version. In the meantime the Linux recovery disc works well and efficiently.

You can also do many other disk management tasks and all tasks can be stacked ready to go, then left for the program to perform in its own time (with auto shutdown if desired).

Negative comment: the times estimated for task completion are usually wildly out until shortly before completion! But this is a minor hassle compared to the benefit gained from having this program at your disposal.

There may be better commercial solutions, but this for free is a gift.

Why remove one of the best things going for it?

For making image backups of partitions, this works as well as anything; including Norton Ghost & Acronis. For making file backups, if you've got any dynamic drives (like truecrypt, for instance) you'll have to look elsewhere (like Acronis) because this doesn't support such.

There's no shortage of free file backup programs but it would still be nice if this supported them.

Paragon is also losing ground to Acronis in its UI but, then again, this is free for now and Acronis isn't.
